Who Can Take a Punch?

Chile can.  Today, it experienced a major earthquake (7.1 on the Richter Scale) and at least as of right now --- there are no reported casualties.   As nations grow richer, more physical assets  are at risk from natural disasters but even more precious human lives are protected (see my 2005 RESTAT paper).
